There are too many holes in the article.
The major problem is of integration/ uniform solutions that may work
across machines

If there are n number of machines generating data from across many
hospitals then which technology can handle all of the data?
This is a ML problem, not a free software problem

In Malaysia, they have developed and implemented solutions for the scenario.
Development of the s/w part is easy.
