I think in past years the registration has been on the LibrePlanet Wiki. I don't know if that's set up yet or not, though; I just got a message approving my (non-lightning) talk today, and a schedule hasn't yet been made. I've attended lightning talk sessions in the past where there's been _extra_ time available for people to fill, and at least one person gave an ad-hoc talk.
