California has a state law that requires legislative bodies to meet in
   public with people in attendance.  The rules haven't been updated to
   allow teleconferencing instead but the governor has exercised emergency
   powers to suspend that rule.  Cities and towns both need to keep in
   touch with their residents at this time AND are likely to shut down
   public meetings.   Simultaneously, the IT departments of these
   jurisdictions are likely to be already stretched thin and have limited
   capacity to keep the public and government in communication.

   Organized, competent, volunteerism from the libre community could help
   democracy in California right now.   If you are there, and are able,
   pay attention to the unfolding situation in your town and both pitch in
   and lead if you can.
