Do you recommend specific ethical (libre) technology for the new

Yes, I would recommend looking at some of the static site generators.
In the previous thread, alimiracle has recommended:
WordPress: A widely-used content management system that supports
numerous themes and plugins, including open-source options. Given
your current website uses WordPress, migrating to a more standard
theme and plugin setup might be the easiest path.
Thank you alimiracle! I would like to hear other opinions, tough.
WordPress is great, if your needs are complex such as allowing for
comments on posts¹ or other activities fulfilled by WordPress plug-ins.
But if your needs are simply to advertise the clinic's services, show
contact information, and write some blog posts, then static pages are
the low-maintenance, low-cost, and easy way to go.
Instead of handcrafting each static page and each blog post as you go,
you can make a template or two with static site generators like Hugo,
Jekyll, Slate, Eleventy, Pelican, Zola, or similar. The static site
generator takes care of the look-and-feel of the site, as well as some
of the structure so you can focus on the writing.
Furthermore it does not have to be run on the same system as where the
pages are published and that allows for a lot of flexibility in
publishing. Notably it makes the cheapest, lowest end of hosting
services feasible. Since the pages are static, there are no moving
parts to break on the public-facing components and thus maintenance is
not an issue. And since the generator is not outward facing, there are
few to no maintenance and security concerns there either.
In contrast, WordPress, while great in some contexts, does always
require you to be on top of maintenance either your own or outsourcing
at a price and running it does require some strong, multi-core CPUs. It
is also unavoidably susceptible to being overwhelmed with queries
designed to strain the back end database and thus DDoSed.

¹ There are also a few tricks to add comments to static pages but that
is another topic.
