Marginally, win95 only because there's less junk, but Win95b can
run okay under 16MB as well w/o a problem. If you want W98, suggest
you strip out IE and all that with 98Lite or else expect it to need
32MB and run slower.
Fat16 vs. fat 32 = no significant difference. www.pcmag.com had
tested this when w98 arrived, and for the most part, no differences,
esp. with today's HDs that have big 128+KB buffers (vs. the 32KB
cluster sizes on HD).
However, the biggest jumps you'll see are:
1. 16->32MB upgrade. 10-25% increase in performance because w95 uses
up ~10-12MB upon startup.
2. faster, higher density HD. Any larger capacity HD will let
everything run faster because there is more data going under the heads
each revolution due to higher data density on the platters.
3. Overclock to 100+Mhz.

Yep. Had win95b running on my L50/J w/o a problem.

Only if something is wrong with your L. BIOS upgrades, for the most
part, only introduce some new features (like ACPI), while fixing minor
bugs. However, if you encounter aboslutely nothing wrong with your L50
(like my L50/J), then no point at all. It doesn't improve performance
or anything like that -- only provides basic low-level interface
services to the HW.
But, it can't hurt to go up to the latest revision either.
