Here, in France free ISP came about a year ago but you still have to pay
tribute for local calls to France Telecom. This is about $3 per hour. There
are libraries and severals PCs in metro. Personally I do not think that
hassle of getting there would worth a few dollars.
Thus my suggestion is to try http://www.libertysurf.fr
