Perhaps it will turn off if you hold down the power button for a couple
of seconds? This is how I can force my L100 to power off. When hitting
the power button, the machine starts to hibernate, but if the button
is held down, the hibernation procedure is eventually aborted and the
machine shuts off. Next time I turn it on it performs a normal boot.

Of course you can also turn off hibernation completely using the BIOS
setup and/or the Windows config tool from Toshiba.
