I also recently reformatted/reinstalled Win98SE on a Libretto 110CT and had the exact
same problem! Toshiba's got their support files for the Libretto a little messed up.
The only "Windows 98" display driver on the L110 website reads:
"Windows 98 Display Driver for NeoMagic 2160 in Portege 7000", and the Portege does
not have the funky 800x480 mode.
I'd recommend downloading the driver for Windows 95. The dates on the .DLL and .VXD
files are the same, and the 95 driver includes the 800x480 modes. I just hacked the
.INF file that comes in Portege 7000 Win98 display download and changed all references
to 800x600 to 800x480 and it seems to work fine as well.
Someone should get ahold of toshiba and point out that problem to them.
