If by "tip of the AC power cord" you mean the part from the wall to the
brick, it's an easy local replacement. $3.

If you mean the highly proprietary tiny 2-pin plug that fits into the
Libretto or replicator, it's Toshiba only. And they will probably consider
it warranty because it is designed as a stress point.

For reference, the replacement power supplies with cord are $60-110, the
cord part alone has been seen in Akihabara @ $35 ( I bought one and promptly
lost it on the plane coming home ) and the third option would be a Targus
universal power adapter with mail-in coupon for the proper end for the
Libretto/Portege 3000. $110 at CompUSA
