What happens when you plug in your KXL-D745? Does your
70-CT know that you have plugged something in?

Try going here and downloading the 745setup program
this should give you all the drivers that you need.
ftp://ftp.panasonic.com/pub/Panasonic/Drivers/CDROM/

The 745 comes with a DOS enabler (a driver not requiring
card services) so it will work as a "optional" OEM drive.

The question now would be:
Does the 70CT Not see the 745 (perhaps a bad PCMCIA slot)
or
Does it see it but load the wrong or a bad driver.
