Brace yourself.  Simple it isn't but it does work for me (under Win2K, anyhow):

1) Windows key (or Ctrl-Esc): opens the Start menu
2) Esc: closes the Start menu, leaving focus on the Start button
3) Tab twice: First tab puts focus on the QuickLaunch toolbar, second on 
the task list
4) "Other Windows key" (also known as context menu key) or Shift-F10: Opens 
the menu that includes Tile Windows.
