The problem is the actions in moving a mouse pointer differ greatly to those used in moving a computer pointer in normal use. Besides, you use a pen on a (largely) horizontal surface. A touchscreen is closer to vertical ... no wrist support. Notice why lightpens don't exist anymore ... you use a tablet horizontally but a lightpen vertically. Plus you can't press down on with any great firmness a touchscreen nor can you rest your wrist close to where your pen is, when you can on paper or on a tablet (inductive pickup tablet that is), that also leads to muscle stress problems. Note that if you were doing 'freehand' graphical design then a tablet is wonderful and if you were using an info kiosk (where the number of pointer interactions is perhaps limited to a few tens) then a touchscreen is wonderful.
