I finally got the drive working, though it was a LONG job.
I had already used IBM Disk Manager on the L100 to get the drive set up
with the overlay, and had SYSed it so it booted. I couldn't get the PCMCIA
CD or HD case to work in DOS.
I jacked the 20Gig into my Dell system at work, and the Dell would
recognize the drive in BIOS, but when I tried to boot, the overlay would
error out. Changing various switches on the overlay didn't work. So I
couldn't use the desktop system to copy files over. UGH.
I dug around on Google for "+card +socket +services +DOS", and got:

The bottom of that page shows a link to a board where someone had posted
the CardSoft drivers.
Great, I figured. Just install the drivers, jack in the CD or HD case, and
I'm done. NOT.
The CardSoft drivers loaded, and when the system was booting, it would beep
for each PCMCIA slot, but it still wasn't recognizing the CD drive. I
jacked in the HD case and rebooted, and it saw it. Yay! So I switched to
G:, and did a dir, and saw the directories on the stock 2.1G HD. But when
I tried to copy files to the 20G in the L100, it froze. EVERY TIME.
I was about to throw the Lib through a window, or go try to find a
namebrand PCMCIA CD drive, but on a whim, I jacked my PCMCIA/CF adapter
into the system with a Kingston 256Meg CF card in it, rebooted, and it saw
it. And actually copied files from it.
YEEEEHAAAAAW!
So I copied the windows directory from a Win98SE CD to the CF card in my
work laptop, jacked it back into the L100, moved the directory over to
WIN98CAB on the L100 20G, and installed Win98.
Now that I have a CardSoft install floppy, the NEXT time I have to do this,
it should only take 30min tops to get the files onto the new drive.
