On every Toshiba machine I have used, you hold down Esc while booting,
then press F1 when prompted. I haven't used an L-series, but it's
certainly the same on a new Portege.

You should be able to set this option from Windows using the Toshiba
Utilities (on this L70 - it might be a different program on later
machines). That is, unless what you said about not having a password
means either you can't install it, or you can't even log on to Windows
to find out.
