   You will probably have to do it in to steps.  A gzip.exe to uncompress
it and a tar.exe to extract from it.

        I am pretty sure that gzip will compile from the sources with
no problems on windows, it maybe even available already compiled.

There is an MS-DOS(!!) tar.exe at:  ftp://ftp.taygeta.com/pub/DOS_Extras/tar.ex
e

its pretty ancient, the file timestamp on my server is Aug 1996, but it will 
probably
get the job done.
