Machines that were designed to work with Windows 95 were 16-bit machines like the Libretto 20 through 70 models. The product information page for the device also says that it is PCCard 2.1 compliant. That standard was the first PCMCIA standard to really take hold (16 bit). The second link says additionally that it is a half-duplex 16 bit device. The PCMCIA slot on the Libretto 70 is the 16 bit variety (i.e. non-cardbus). This device's product information page also makes no mention of cardbus; only PCMCIA/JEIDA. That indicates high confidence that it will work with the Lib70. There is a note in the FAQ, though, that hints that you may need to go into the Lib's BIOS to disable the built-in Sound Card in order to prevent conflicts with the PCMCIA Sound Card.
