Tmobile - Motorola C332, etc.) with GSM capability and swappable SIM card, then take the phone over to Europe and have it activated there for use. You can add international coverage to USA TMobile cell phone service, but usually at a silly rate of $0.99 per minute if you do that, but this may also be a good way to go if you're not using the phone for anything but emergencies and very short calls. CHeck their site for current prices and details.
