First, my thanks to Robert Steinmetz and Jonathan Towne fro addressing my networking transfer rate problem. I'll try setting 100Mbps in the card driver settings and see how that works.
I've just received an HTML file from Albert Vi�als that details the process of installing Windows 2000 on the 100CT and 110CT Librettos which I'll paste below. It looks pretty thorough. I'll be interested to hear comments on the process from people who have gone their own route to install W2K.
I might point out that at the bottom of the instructions it gives this suggestion/warning: Do the above undocked. After stability is confirmed, go ahead and dock and boot up." I've installed W98 and W98SE in the past, and had forgotten to 1st install it without the EPR, though with those OSs I haven't noticed any real problem.

Got this on the forum here a year and a bit ago. Seems to do the trick, though for SP1, now read SP2. Others may be able to give you updates, but the 100CT hasn't changed since then, I guess.

Libretto L110 Clean Windows 2000 Install January 9, 2001
Basic instructions for the Libretto. First change I advise from all other
installs. If you want the Neomagic tab in advanced setting to allow CRT LCD
or CRT/LCD you need to install the NT4 video driver. I never recommend
installing any NT4 driver on Windows 2000 systems, but this is the one case
where if having the ability to switch between internal and external monitors
is important, then go ahead. W2K will scream at you during the driver install
that it is the wrong driver. Disregard the message and the lack of a digital
driver signing. BTW, I have W2K installed on my L110 and have not rebooted
the machine now for three months :)
I assume you have a boot floppy and a CD that is enabled via the boot to
install from the CD. If not, copy the I386 folder to the HD. Run Winnt.exe
from the I386 folder to install. Do this undocked. Make sure you have the Max
64Mb RAM or forget it :)

Please read this entire article before proceeding. It is advisable to print this out for easier referencing. All installations should be handled in an UNDOCKED situation. The end of this article provides additional notes for users with Docking and Expansion Stations.
Update the BIOS first.

To upgrade the BIOS, have a clean formatted floppy in your drive and execute the downloaded file from the folder you downloaded to. A program will run to create the BIOS diskette. You can either boot from this floppy or hold the F12 key as you power on with the floppy in the drive, to run the upgrade procedure. Just follow the prompts.
In the beginning of the install process, when you see Press F6 for SCSI drivers, etc, hit F5 instead. USE THE ARROW KEYS to scroll up to ACPI machine. Not the uniprocessor choice. The one that spells out ACPI hardware in words. This forces an ACPI install. You cannot hesitate too long when you get the F6 prompt, or it will just run on automatically, so watch for this near the beginning of the installation.
After installing the OS, install the video driver. Enable hibernate support if desired in the Microsoft Power icon Hiberante tab. Test this and standby. If these functions do not work at this point, then you should request help for possible reasons. This can include faulty or incompatible RAM, or your machine is not being recognized as an ACPI capable model. To verify ACPI functionality, open up Device manager and double click Computer located below the battery listing at the top of the list. This should say ACPI machine. If it says standard machine, do not proceed since there is an issue that will prevent further correct installation. please contact either
Toshiba Forum Online support or Phone support for further help at this point.

Install in the EXACT order stated and reboot with each file install. Don't shortcut this and try to avoid rebooting. You will get the Light Bulb Icon on the task bar for the Power Saver utility after the reboot following installing PowerExtensions.
Test hibernate and standby again after the above modules are installed. If these functions fail at this point, please review the ACPI uninstall and reinstall procedure noted at the end of this article and repeat. If this still fails, again please contact support as noted for further help.
After installing the PowerSaver applet, you will no longer have the Microsoft Power plug icon on the task bar. Use the powersaver icon on the lower right task bar. This applet is also located in Control panel.
Do the above undocked. After stability is confirmed, go ahead and dock and boot up.
Final notes:
If you have problems installing modules, then they all have to be uninstalled and then reinstalled using the following method. Do NOT use files from Toshiba USA concurrently with files from other Toshiba WEB site support from other countries.
ACPI Uninstall and reinstall Process:
Use add/remove applet and uninstall all the modules you see such as Power Extensions, mobile extensions, display power Saver(Power Saver), and W2K utilities.
Now use the View tab in Device Manager and check to show hidden devices. Scroll down to Toshiba Value Added logic device, located below the system devices listings and right mouse click and choose to uninstall. Reboot and disregard errors. Reinstall all the modules in the exact order listed above and reboots with all modules.
