It's legal protection for the inevitable case of when someone writes a third party app that drains accounts, steals passwords, and people go complaining to LL about it. Beyond that, no you're not going to get banned for working on the project or using software that is a part of it. If you want an answer from someone that works at the company try llBen / llKelly / llPhoenix in #secondlife on EFNet.
