Tho how thing is a bit complex - Ubuntu is a bulling server witch is running 
PHP and MySQL
 I need a way to send a bash file with ipfw command (every ip speeds connection 
limit and etc)
I don't know other way to send bash file exept libssh2 or rsync to multiple 
shapers (FreeBSD servers)

executes it, probably with suexec or such" - I am not familiar with this, I 
suppose that I will need apache and php5 installed on every BSD server. It 
seems very complicated. Can you give me more info about it?
