ssh_mkdir vs sftp_mkdir

Is there a functional difference between ssh_mkdir() and sftp_mkdir()? Is
the former implemented in the SSH spec, or provided as a libssh-specific
utility function (like, I think, ssh_basename() and ssh_dirname())?
