ssh_key_is_private() returns 0 or 2 instead of 0 or 1

I noticed today that ssh_key_is_private() returns 0 or 2 (SSH_KEY_FLAG_PRIVATE 
is 0x0002).

The documentation says it will return 0 or 1.
