* m4/ltoptions.m4 (_LT_SET_OPTIONS): Loop options only if
nonempty.
* m4/ltsugar.m4 (lt_combine): Don't test against empty quotes,
test against empty arg. Fixes infinite m4 loop with CVS Autoconf.
