* libltdl/Makefile.inc (AM_CPPFLAGS): Do not define
HAVE_CONFIG_H.
* libltdl/m4/ltdl.m4 (LTDL_INIT): Do not invoke
AC_CONFIG_HEADERS ourselves, we can build with or without now.
