gnulib: update gnulib submodule.
Among others, this fixes a bug in _build-aux expansion so that
`make syntax-check' works again.
* gnulib: Updated to todays master HEAD revision.
* gl/top/maint.mk.diff: Remove. This patch has been applied
upstream already.
