We have a fallback AC_PROVIDE_IFELSE early in libtool.m4, which
enables us to use it even in earlier autoconf.  And we actually do use
it in AC_PROG_LIBTOOL.

Yep.  This is 1.5 only.

I'm fine with such a decision.  I was just surprised when a co-worker
reported this bug to me, and it took me a while to even admit this was
possible :-)
