My feeling on this is that people who want to upgrade to the a new
version (with known and documented incompatibilities) can weigh the
advantages against staying with the previous release, and make a
decision about whether to upgrade.

In this case at least, it seems to me that would not be too drastic to
change the behaviour provided it is well documented (in NEWS
presumably) if it makes the code cleaner and more maintainable.
