It shouldn't be supprizing that there was no libtool discussion on this topic. The libtool list is for discussions of libtool. While libtool does distribute a copies of the config.guess and config.sub files, it is not otherwise responsible for them. It does not look like libtool will serve a purpose at all for building MSIL binaries and libraries.
