Not only this file: also missing the exception are m4/argz.m4 m4/ltversion.m4 (is this short enough so it doesn't need any license?) libltdl/Makefile.am libltdl/configure.ac libltdl/loadlers/Makefile.am which are used with `libtoolize --ltdl'.
