Can you please re-test again the latest git? Also, I'd rather figure out how to ensure that libusbx produces DLLs that can be interchanged always, and therefore find out what your issue actually is, than revert to allow the production of DLLs that are tied to a specific toolchain. The whole point of the exercise was to ensure that users would not have to worry about how the DLL was generated. If we add an option to remove interchangeability, it kinda defeats the purpose...
