Add flags to report encoder errors VA_CODED_BUF_STATUS_HW_TEAR_DOWN indicates that GPU goes into abnormal status in encoding, e.g. GPU hang. VA_CODED_BUF_STATUS_BAD_BITSTREAM indicates that HW encoder meets some issues that the content in the bitstreasm buffer is corrupted. Driver will report this flag to inform upper layer stack to restart the encoder.
