The failure is due to a missing Win32::WinError installation. Note that
Win32::Registry doesn't actually make any use of that module, but it
does contain a gratuitous "use Win32::WinError" line. That line has
already been removed in SVN, but has not been released to CPAN yet:

As a workaround just install Win32::WinError and then try to install
Win32::Registry again.
