If a user is a member of a "sub-group" of a Global or Universal group
then GroupIsMember() fails.
i.e if Group "RootGroup" contains group "LeafGroup" then GroupIsMember
("", "RootGroup", "User") fails if "User" is a member of "LeafGroup".
