In my experience, Etags are sent only when a last-mod-time could be
computed (and sent), and not otherwise. After all, an Etag is
supposed to uniquely identify a particular resource, and mod-time is
one of the factors in the calculation!
If a last-mod-time is not sent (and therefore an etag won't be sent
either), you should consider this page to be absolutely unique.
