Paper forms

I realize that this is not exactly the correct list
but for my purposes, this problem is very closely
associated with lwp.  I have scraped several thousand
pages of information.  I now need to print some of
this information onto pre-existent paper forms which
are not easily reproducible(complex formating and
images), especially not with basic perl options.  Does
anyone know of ways to take database information and
overlay it onto an image(scanned jpg?) in specific
locations?  I am forced to use Win32 so unix programs
are not an option.  Thanks.

trial indicated that he killed two victims to avoid being returned to custody."
