The new 2.0.0 release adds in support for Ruby 1.9's encoding changes.

libxml has not been tested against Ruby 1.9.2. The issue tracker shows
a couple of bugs specific to ruby 1.9.2. There have been efforts by
some developers on Github to fix such bugs, but, no general plan to
move towards 1.9.2. The current maintainers seem to be very busy or on
a long break. Contributions would be highly appreciated :).
