I see no problem with starting to use boost in trunk.

It's possible to compile licq and some of the plugins (the same
plugins that compile in newpai) in the branch newapi_cmake using
cmake. It's not as complete as autoconf yet (some tests are still
missing), but I'm actually planing on merging it to newapi soon
anyway.

But I don't think we should start using cmake in trunk yet. Better let
it stabilize in newapi first.
