Ok, now I've got a stable way to reproduce the problem. Almost sure that you'll be able too. In short, with patch applied, you won't be able to communicate directly anymore (be it reverse-connection or not). Any attempt to do so leads to complete icq freeze. (msn stays alive) Which in turn makes it impossible to quit licq, since it won't ever be able to logoff completely, thus you'd have to kill it. Now that explains the behavior I mentioned before. I had just been requested for the reverse connection that moment.
