Hey there. I have written a small program which converts clb files (the sort later versions of the icq export lists to - do this by clicking my icq->load/save contact list->save contact list) so that you can transfer a contact list to licq. I haven't been able to test it much, and it's the first program I've ever written in C - but it worked for me and a friend.
