Default encoding is ISO-8859-1; I also tried ISO-8859-15.

It turns out, however, that it was the fault of the Translation setting
in licq.conf.  I can't find a control in the qt-gui interface which sets
this (for that matter, there don't seem to be any docs on it either),
so I removed it manually.  It was set to UNITED_KINGDOM which must
have seemed reasonable at the time [I've been using licq since 0.44]
but changing it to none has cured the bit-stripping behaviour.

On the other hand, I still can't type words such as "naïve" in the
qt-gui because neither the Compose key nor the Meta key work in the
input window.  I can type it in a terminal window and copy it in, but
that seems like too much work.  At least I *can* type amounts of money
because my keyboard has a "£" key on it which qt-gui recognises.  Also,
the console plugin works without problems.
