yes, this is licq fault.
While sending sms via icq server threre are two variants:
1) If icq server can send sms directly to cellular provider, server send it 
and return ok to client.
2) If icq can't send sms directly it set send information to client how to 
send sms via smtp.

And licq don't hadle second variant.

I think this is not so easy to add this capability in both variants, via local 
sendmail or add function for connecting to smtp server, there is some with 
threads and locking.
But I agree that sending sms via smtp is usefull feature, because this is only 
one way to send sms for many cellular providers (like my gsm provider) and if 
I have free time in near fututre, I try to code it.
