Hi,

you can't compile licq, because the configure had messed things.
you can run it as:
   configure  --with-qt-libraries=/usr/lib/qt-3.0.5/lib \
                  --with-qt-includes=/usr/lib/qt-3.0.5/include \
                  --with-qt-moc=/usr/lib/qt-3.0.5//bin/moc

don't forget of --with-kde if you want to have kde support.
