No, it isn't. I used Licq CVS (licq-1.3) on my previous SuSE8.2 too. 
After installing SuSE9.0 I had to downgrade my configs to use the (old) 
suse rpms of SuSE9.0. 
Believe me, I know the error referring to the new config files. As soon 
as licq works fine on my new SuSE9.0 I will upgrade the configs again.

I think, it has to do with the new compiler/linker ... (I'm not a 
developer, so I don't really know)
