The .po file has many syntax errors. This is why the script at debian cannot generate statistics for the file and thus says it is untranslated. Some of the errors are your fault, some of them may be the fault of the ts2msg tool which i have to fix then. Samuel: you can go on translating .ts files, no problem here. But please be sure to not create syntax errors! For example if the english sentence has a "\n" at the end, then your translation _must_ also end with a "\n" (linefeed). If the original string has a "." dot, then please let your translation end with a dot, too. same applies to the first char of a translation. I do the conversion from .ts files into .po files, thus i have to fix ts2msg, too. Don't care too much about the statistics there, i even don't know which licq version they refer to.
