I installed GnuPG 1.9.5 and apparently I have gpg-agent working because it does not ask for my passphrase a second time when I test it on the command line, it says the passphrases are good.
If I put my passphrase in ~/.licq/licq_gpg.conf, Licq accepts that and uses GnuPG but if I leave the passphrase blank like this: [gpg] passphrase = and use gpg-agent, Licq says this in the network window: 7:50:13: [WRN] gpgme message decryption failed: No Passphrase I think I must have Licq misconfigured for gpg-agent use.
