That does seem to be the case. I still get the Unknown Family Subtype:
0001 error... but they did in fact remove from the server after i
removed them from my "invisible" list.

hmm.. I think they couldn't be deleted, because these buddies were on my
invisible or ignore list. Seems like a bug in LICQ.
