This patch adds a NOTIFY command to the rms plugin. This just makes rms
print out a string on user events (changing status and messages).

It also makes it possible to login with the MD5 of your password as well
as plaintext. Yeah I know md5 is pretty breakable, but if you're really
worried about someone trying to brute force your icq password, you
probably have other issues to worry about :P. Anyway have a good "random"
password just in case :)

This functionality is mainly for a web interface I've been working on
which was inspired by jon's rms-web - I'll post about that soon.
