        It means, use the text editor of your choice to change that file.

        Try this: 
        cd ~/.licq
        ls

        You should see owner.uin, licq.conf, plus various other .conf and 
other files.  If you truly don't see owner.uin there, then Licq did not 
set up an account for that user, or something broke while it was trying 
to.  You didn't run it as root, did you?  If so, the setup info will be 
under /root/.licq/ instead.
        If it *is* there, use some editor to open it, and you will see in a 
very obvious place your password.  :)
        If it's not, try running "licq -p qt-gui" from a command window, so 
you can see what's going on.  (That may not work; if it says it can't 
find qt-gui, try "kde-gui" instead.)  The thing is, if you are starting 
Licq from a menu, you may not know exactly what command is being sent 
to Licq when it's started; you might want to use whatever menu editor 
your desktop environment provides to check that out.

        Visit some new-user-oriented Web sites, and browse the documentation 
and discussion archives you will find there.  Check out /usr/doc/ on 
your own box.  Be prepared to learn something every day, and if things 
go wrong, maybe two things.  ;)
