GnomeICU has support for server side contact lists.  

I proposed a while back that the developer's of Licq and GnomeICU get together and 
work on a common ICQ library that actually worked properly and supported the newest 
protocol versions.  This way there would be less wasted reimplimentation each time the 
protocol changed (and it will).  The response at the time seemed very positive, 
haven't heard much since though.
