you don't need to do that ..... 

you'll find a file called libssl.so.1 or libssl.so.2 in your system
(cmd: locate libssl.so) most probably in /usr/lib

cd /usr/lib
ln -s libssl.so.2 libssl.so.0

you'll have to do the same for libcrypto too.

once you have done that ... install licq .... if rpm complains about
libssl.so.0 not being present... do a

rpm -Uvh --nodeps licq-1.0.3-1.i386.rpm


And licq will start working again.
